On the agenda for the twice monthly meeting of Terrace City Council was a recommendation the City apply as interveners at the National Energy Board (NEB) Joint Review Panel (JRP), which is currently studying the fate of the proposed twin pipeline construction through to the District of Kitimat and Douglas Channel. The City claims they are neutral on the issue and the document in the agenda package continues to make this claim however the Terrace Administration is recommending they apply for intervener status to reserve the right to make statements and intervene in the JRP discussions. The deadline to register is July 14, 2011.

Although Councillor Downie initially argued against opening the discussion and debate on the position of the Terrace City Council for a forth time, all Councillors present: Bidgood, Martindale, Downie and Pollard (as acting Mayor) voted in favour of the motion.

Councillor Bidgood suggested this would leave the next council with the option available stating many of the present Council members may not even return after the next municipal election.
